    Uganda guarantees freedom of expression and press by law but there are also laws against critical reports or reports which could disturb security and peace in the country. Harassment and violence against journalists have even increased in 2011.

    Uganda is considered a partly free country by the Freedom House Index of 2011. Nevertheless, the country has to deal with severe human rights problems like arbitrary killings or arrests, mob violence, torture and abuse by security forces, poor prison conditions and impunity of officials. Freedoms of speech, press, assembly and association are restricted. Corruption is a big issue within Uganda.
